The law clerk assigned to this magistrate composes all the orders and runs the court. Chapman is simply getting ready to leave the court and could care less.

Comment 5945 is correct. This is the worst settlement judge I have encountered in 30 years of practice. She bullies, threatens and uses scare tactics. She frequently threatens to arrest the attorneys or clients if they are not going her way. She is careful to keep all of her temper tantrums off the record. No amount of logic will help with her.

One of the very worst judges I have ever been in front of. Does not understand even simple legal issues and makes rulings that are from another planet-resulting in a 2 year delay to your case after an appeal to the 9th, upon which she is over ruled- but has cost you tens of thousands in fees and costs and wasted 2 full years of time. There are untrained chimps with more brain power than this one.

I agree with comment number 6388 - hit it right on. A smart judge - she went to Boalt. She lets you know it but uses that as a substitute for reasoned analysis. She does not appreciate business concerns in litigation and does not have the temperament suitable for a judge.

Comment 4992 hit it right on the head - she thinks she understands the issues and knows the law in complex litigation, even boasts of it, but is abused by practitioners who know how to use her false sense of confidence to advantage. She is particularly vindictive and mean-spirited, which is probably why she's still a magistrate after 20 years on the bench. She would rather ruin a meritorious case on procedure than concede to her lack of informed experience. Thinks she knows it all and has seen it all, making her prejudicial and short-sighted.

Magistrate Judge Chapman is the worst settlement judge that I have encountered in over 20 years of practice. She did not understand the issues and she kept threatening to ram a settlement down the throats of unwilling participants. When is her term up?

Judge Chapman exemplifies what a federal judge (Article III) should be like, even though she is a magistrate. The district judges should try to follow her lead. She is always well prepared, will have read everything and understand most if not all of it. She does not put up with nonsense. She often has comprehensive tentative opinions, of publishing quality, when you arrive for a hearing. We need more judges like Judge Chapman.

She reads the papers and is usually prepared. She has a lot of difficulty understanding concepts but believes that she has fully understood them. She does not like attorneys arguing the law as 'she knows the law -- she's a judge.' She talks down to attorneys -- but does it to both sides.
