This Colombian-American gentleman is in my opinion a 'system pawn' who accepted CJA court appointments while a defense attorney with the tacit understanding that his 'guilty' clients should get a rock bottom 'effortless' defense. Not surprisingly, Restrepo navigated his way into a slot on the bench... More evidence that in Philly all it takes is an agenda to be a member of the federal bench.
