Apparently got bored serving on the Illinois Appellate Court years ago and sought this appointment. Unfortunately, he found himself out of his depth having nil familiarity with either managing a trial court or federal law. Counsel must follow his lead (difficult or impossible to discern) or else he will become vindictive and punitive. Easy to get on his bad side. Has an insane rule that all civil litigants must have a 'face to face' settlement meeting immediately after the defendant appears, even if the litigants live across the country and the claim is frivolous or dead-bang winner. Despite nearly 20 years on the federal bench, remains an uneducable dunce on most aspects of federal law.
