Magistrate Hollows handled a settlement conference for a Bivens/Federal Tort Claims case. I found him knowledgeable, well-prepared and helpful in bringing the parties together for a difficult settlement. Since he did not handle any other aspects of the case, I can only say that I thought he was a good settlement judge.
