I have seen Judge Coogler in action many times. He is polite, efficient, and fair. He seems to be a kind man by nature, but can be stern when the occasion arises: I have seen him give the harshest possible guideline sentence to a repeat-offender drug dealer, stating his reasoning very passionately. The sort of judge you don't mind seeing with a 'lifetime appointment'.
