He's a spin doctor. Always pulls USPOs into chambers and influences how the PSR offense conduct and/or objections should be written in order to manipulate the guidelines. He transferred USPO Flynn to the Dallas office over a case that he eventually found to be 'inappropriately written in a manner favoring the defendant.'
