Judge Conrad made a decision that showed a clear disdain for public safety when he 1. allowed a KKK march on UVA grounds, and 2. decided that moving said protest to a pedestrian mall was a good idea. He clearly chose to ignore or override the concerns of the local government when it came to protecting citizens.
