I have to agree with the Comment #: 7379; this judge is incompetent, and on top of that, quite adamant about her incompetent rulings. She refuses to follow Ninth Circuit precedents or the Supreme Court precedents. Issues rulings based on her own brand of 'unprecedented injustice', thus setting her own precedents, but refuses to certify orders for publication; obviously she knows that her rulings do not comply with the clearly established law. When there are other competent judges in the Central District, unclear as to how she managed to 'sit by designation' in the Ninth Circuit!
