Easy reversal for the 9th circuit on a sexual register case. Seems like Judge Panner refused to order a CONVICTED sex offender to register as a sex offender because he thought his conduct was negligible and wasnt likely to offend again. The govt appealed and even the 9th curcuit had to summarliy reverse. Defendant does not dispute that his conviction makes him a sex offender, rendering § 3563(a)(8)’s registration requirement applicable to him.
