I couldn't agree more with the previous comments. [Redacted by Ed.] She ruled in favor of a school district that abused a handicap child! There were witnesses and clear and concise evidence, but she stated that the abuse was not 'shocking to the conscience'!!!! UNBELIEVABLE!
