His typical discount is zero if the unless the Govt. asks, and then he often gives less the the Govt. wants. These rating are screwed up, because he gets four 10s for being pro-govt, which seems to equate to the 'excellent' rating at the top. I would have a better chance at a just outcome if the prosecutor decided it. Der-Yeghian is a nightmare.
