Judge Kravchuk, and by extension the Clinton Presidency, are technically War criminals in that they are party to violating the Geneva Convention for Commercial activity(contractors working within war zones under Sponsored Reservist legislation, which ifies war zone bonuses, and war bounties to contractors)and that no federal judge or head of state can alter for such purposes.Only conventions involving all member/signitory countries may do that. A man wearing the wrong uniform or no uniform at all to distinguish as a combatant can be shot or hung from a gallows for those infractions.
