Eratic, testy, petty, and often unprepared. Demonstrates a meticulous unfamiliarity with the briefs. Hearings are predictable. He let the first person speak, then react emotionally to something, and the hearing is devoted to his uninformed, and very transient, new interest. His written rulings seem thoughtful, but either they are intellectually dishonest, or he gives his clerks too much freedom to conform the opinion to his desired outcome. You can't say he's pro- or -anti anything in his rulings. He's erratic. He is not stupid. He's intellectually lazy regarding the cases before him.
