Cavanaugh has no understanding of science but that didn't stop him from making a ruling that totally flew in the face of common sense. He completely ignored obvious data fabrication because he set the date for the 'knowing' in a qui tam case at a point that allowed the primary defendant to get away with several million dollars in federal grants. It was just my bad luck to have drawn him instead of any other judge on the bench.
