This comment below made me laugh out loud: 'probably never has read a non-law book in his life.' Per Wikipedia, he went to graduate school at NYU for English Literature, and then taught college English, before becoming a lawyer.

Judge Jacobs is an example of excellent temperament. He reasonably expects the parties to know the law and the record. He struggles with criminal cases because he knows (a) the quality of representation is low in state courts; and (b) the U.S. government should not be given a free hand simply because they are expected to be the smartest in the room. Takes his role in civil rights cases very seriously. They are hard to prove, but when there is a question of act, he will affirm or reverse as the evidence presents itself. Struggles with tough cases, and must compromise with two other judges, remember.

I have found Judge Jacobs to be consistently informed, professional and solicitous of counsel. Ideologically a conservative which may prejudice some against him, and once in awhile may sacrifice ideological purity for political reasons, but on the whole, an excellent judge.

I've lost several appeals before this judge, which I should have won. Superficial intellect. Apathetic. Pro status quo. Pro government. Even a misanthrope. A total mediocrity. He once got reversed 9-0 by US Sup Ct, on an easy criminal case.
