He recently did a great job settling a civil RICO and FDCPA case for me. He was willing to put in as much time as necessary and was kind and courteous to the attorneys and my claims adjuster. He knew the issues, read the extensive submissions, and was well prepared to discuss the issues. Not many judges would put in such effort for what was, in the grand scheme of things, a small dollar case.

A judge that understands how to settle a case like Judge Perkin is hard to find. His goal is to settle the case and he will recommend a number that will do just that. He is a clever and prudent jurist.

Judge Perkin is an outstanding jurist and excellent settlement judge. He knows the law and recognizes the practical realities of the matter before him. He is unfailingly polite, as is his staff, and is willing to work hard for as much time as it takes to achieve a result. His decisions are reasonable and soundly based. He is one of 3 Magistrate Judges in the Eastern US before whom I would consent to try my case and I invariably attempt to have a case assigned to him for pretrial and settlement purposes.

Judge Perkin is an excellent jurist. Many of my opposing counsel and I agree Judge Perkin is extremely helpful. He is reasonable in his discovery decisions and he establishes clear procedures. I also find his staff every welcoming and supportive of the process.

Mr. Perkins unfortunate actions and comments in the recently settled George Donnelly case display a lack of respect for the Constitutional rights of American citizens and a willingness to uphold clearly unlawful orders. Even Mr. Perkins himself called the charges 'petty,' yet rather than dismiss the case he pushed for a plea that leaves Mr. Donnelly with a criminal record ... this despite no criminal wrongdoing by Mr. Donnelly. How can anyone expect justice in a complex case when Mr. Perkins seems disinclined to do the right thing? A disappointing end to a case that should never have gone forward.

Inasmuch as, slow-cooked over mesquite charcoal, his accumulated ethics may satisfy a less sophisticated palate. Still, the resulting extrusion yields the anticipated aroma. One must consider the source, after all. Upon consideration, I nudge him up to a '2'.

It was nice to have a judge who was actually in private practice with a clear grasp of the law and, equally important, the practicalities that drive litigation. His process for consents to ex parte settlement communications was very convenient, accommodating, and helped the parties get the job done. I would consent to Judge Perkin in the future. Also, his staff was always pleasant and professional.
